Seems there was a bit of an issue with upload speeds being throttled on the HTC Inspire 4G

If you don’t see anything, don’t fret, just be patient. For those curious about what the update is bringing, besides those HSUPA speeds, here is a full list courtesy of HTC:
- Hotmail, Live, and MSN email auto configuration settings update.
- Makes the email set up process much easier and includes the most current settings for each type of email.
- Increased potential data speed at which data can travel on the network.
This applies to HTC Inspire users on the AT&T network, it should potentially increase your network speeds, but as it’s an OTA update, it may not roll out to all users at the same time. While it’s perplexing why HSUPA support was not initially enabled in the Inspire, maybe it’s just the carrier being cautious about overloading their data network. it harks back to the early days of the iPhone, when AT&T’s network couldn’t handle the increased demand. There’s not a lot of info at the moment of how this update will actually affect your device, but know it’s not an Android update, it’s carrier specific. For some reason it won’t even let me check for the update, tells me I need to turn on mobile network or wi-fi, and mobile network is! Any ideas? Therapyink-at-yahoo-dotcom
